Laundry drying in winter with fan

In winter we have the problem that our laundry in the basement will not dry fast enough, because the next laundry mountains are already queuing up. There is a window, but both basement and outside air are just too cold. In the summer, yes, but in winter, the laundry after 1.5 days still clammy. We have set up a cheap small (15 cm diameter) fan by timer. This goes for 15 minutes per hour, the energy consumption is so limited. And the laundry is dry after 1.5 days. Really dry. The alternative would be "down in the dryer", but that's the energy eater par excellence and I just do not like to use it.
