My suggestions:
Label beautifully shaped fist-sized stones with the herb's name - preferably with waterproof pen. And possibly cover the stones with non-toxic clear coat.
Stick a labeled piece of wood to the tines of a discarded fork. And stick the fork in the ground.
Put a drilled cork on a Chinese chopstick. On the cork is the plant name. Is of course better for short names like dill - centaury would be too long. You will certainly have a lot to do!
